THE OPPORTUNITY Administers the general accounting, patient business services, including third-party reimbursement, financial and statistical reporting functions of the hospital in accordance with established policies and accounting procedures. Assists the hospital's governing board and CEO in the development of long and short-range hospital financial strategic and operations plans, which may include service demand analyses, resources availability analyses, and cost benefit analyses of proposed capital and staff expansions. Assists managers in the development of departmental budgets ensuring decision support tools available to maximize performance. Develops annual capital and operational budgets to support short and long range goals for board review and approval. This will include timely submission of the budget to the Green Mountain Care Board (GMCB) for state level review and approval. Actively leads public hearing presentation to the GMCB. Actively supports the Finance Committee of the governing board presenting key financial performance indicators and recommending key actions for board consideration. On behalf of the governing board, monitors hospital fiscal performance in realizing established plans and objectives of the hospital and its governing board. Identifies and reports trends and makes consultative recommendations to the CEO and as necessary governing board for final review and approval. Oversees development of internal financial reports including documents for annual financial audit by an outside public accounting firm. Assumes a lead role in exploring and implementing means of managing and improving the financial performance of the hospital setting annual performance targets and conducting quarterly operational reviews with management team. Provides education to management team on financial management, reports, and outcomes management. Oversees the preparation by hospital employees or outside firms of financial data and associated reports required by government and other regulating agencies including payroll tax reports and public disclosure reports. Maintains through hospital employees internal accounting controls and other business office systems and procedures. Oversees through hospital employees all areas of receivables management. Works with hospital employees to achieve efficiencies in the financial services office and through revenue cycle continuum. Consults and negotiates with third-party payors concerning the hospital rates, always subject to the final approval of the hospital's governing board. Under the guidance of the governing board, develops and executes the investment strategy policy. Oversees outpatient physician services division by developing and executing short and long term goals consistent with organizational priorities and community needs assessment. Develops strong management team and physician relations. Plans for succession across division. Develops collaborative relations with GMCB and key regulators. POSITION REQUIREMENTS BS or BA in Accounting. Masters, CPA and/or FHFMA preferred. Knowledge of financial management, analysis principles/techniques, and managerial skills typically acquired through two to three years of experience in health care auditing (when applied to small hospitals) and up to four to six additional years' experience as a hospital CFO or controller (in larger hospitals). Must be innovative in a progressive and highly-regulated environment and have keen communication and negotiation skills. Also highly motivated to achieve high performance results. Position supervises Patient Access, Patient Financial Services, Materials Management, Finance/Budget, Revenue Cycle and Outpatient Physician Services.
